Thats what I was thinking, however it depends on how they setup up the blocking. The internet filter that I manage is setup to stop you from using proxies but even if you could they wouldn't work because it physicly sits between my internet agregation router and my firewall so it monitors every packet that passes through it, so if you used a proxy it would show you as using internet from wherever the proxy is but the actual packets are still marked as being sourced from a banned site and will still be blocked. Sorry if that doesnt make a ton of sense, its still early and I have only had one cup of coffee.
Edit: My guess is that at least one measure would be to remove any questionable site from their root DNS servers do that they wont resolve, however that is only one thing that I would do, also, I'm sure that they have very good IT people who are doing the blocking so I am sure they are aware of all the ways to get around blocking and they will take care of it.
Lets also examine downside of using a proxy for playing internet poker. Lets say you end up with big a score online and decided to cash out, Most online poker sites will investigate big cash outs and when they look at your IP address it will show up being from some random country which is likely not your own, this is a big red flag for them and they may decide your are multi accounting or ghosting and you may get your winnings stripped from you, also lets say that the poker sites decide to recognize the ban, when you go to cash out and they see they are sending the check to Austrailia and may decide not to send it since online poker is not legal in that country.
